The Centre for Social Cohesion (CSC) can reveal that SOAS, which is part of the University of London, is planning to pay Islamist extremists to teach a course on political Islam between 23 and 27 March 2009. The CSC has been informed by SOAS that the course is aimed at educating Government officials and the Police. The list of speakers for the course, for which attendees must pay up to £1890, contains two individuals who support terrorism and suicide bombing. The list of speakers for the course, for which attendees must pay up to £1890, contains two individuals who support terrorism and suicide bombing: Dr. Ibrahim el-Moussaoui and Dr. Kamal Helbawy.

According to his own CV, Kemal El-Helbawy (aka Helbawi) was the past European spokesman for the Muslim Brotherhood; one of the founders of the World Assembly For Muslim Youth (WAMY), a Saudi religious organization closely tied to the global Brotherhood; and also one of the founders of the Muslim Association of Britain (MAB), a leading U.K. Muslim Brotherhood group. In October, El-Helbawy defended the terrorist targeting of Israeli children on the grounds that they were “future soldiers.”. He is currently the director of the London-based Center for the Study of Terrorism (CFSOT) which purports to be a think-tank describing itself as follows:

…an independent research and consultancy organisation, dedicated to the in-depth study of Islamic resurgence, democratisation and extremism in the Muslim world. Working with high-quality primary sources, CFSOT delivers unique information and analysis to its clients. The centre publishes a monthly journal and provides training and courses on terrorism-related issues as well as bespoke consultancy services.

In October 2006, the U.S. government prevented Helbawy from attending an NY conference on the Muslim Brotherhood in the U.S.

Ibrahim el-Moussaoui was described by the the CSC as follows:

Dr. el-Moussaoui was until recently one of the heads of al-Manar TV, the official media wing of Hezbollah. Al-Manar’s official website has described him as a spokesman for Hezbollah as recently as 21 February 2009. Sky News has also referred to him as a Hezbollah spokesman. In 2002, The New Yorker reported that Dr. Moussaoui said that Jews were “a lesion on the forehead of history”. In 2006, when el-Moussaoui was still head of al-Manar’s foreign department, the U.S. Treasury Department designated al-Manar as a Specially Designated Global Terrorist entity. The designation states: “In addition to supporting Hizballah, al Manar has also provided support to other designated Palestinian terrorist organizations, including the Palestinian Islamic Jihad (PIJ) and al Aqsa Martyrs Brigade, notably transferring tens of thousands of dollars for a PIJ-controlled charity. PIJ is listed as a Specially Designated Global Terrorist and a Foreign Terrorist Organization by the U.S. Government, and is also named on the European Union’s list of terrorist entities.” … In November 2008, Germany banned al-Manar because of its promotion of violence. *In 2004, France banned al-Manar due to its repeated incitements of racial hatred. *The channel has also been banned by European satellite providers, Eutelsat, Globecast, Hispasat and New Skies Satellite.
