Sudan Plays Important Role In Hamas Fundraising

The Money Jihad blog is reporting on the role of Sudan in Hamas fundraising. According to the report:

The State Department’s new “2010? report on global terrorism (that was published several months late) keeps Sudan on the U.S. list of state sponsors of terrorism.  Although State says that the Sudanese government has been helpful in operations against al Qaeda, the government isn’t strong enough to combat terrorism fully. Moreover, the report revealed that “Sudanese officials continued to view Hamas members as representatives of the Palestinian Authority. Hamas members conducted fundraising in Sudan, and Palestine Islamic Jihad (PIJ) maintained a presence in Sudan.” Separate outdated reports have said that Sudan hosts “centers for raising funds and Islamic Social Unions (Marakiz li-Jam’ al-Tabarru’at wa-Ittihadat Ijtima’iyyah Islamiyya)” and that “Pro-HAMAS financial activity in Africa is centred in Sudan through the head office of the Islamic Relief Agency (ISRA).” Earlier this year, the Jerusalem Post called Sudan “a known stop on the smuggling route from Iran to Gaza.” In March, Hamas top dog Khaled Meshaal and Yusuf al-Qaradawi (the virulently anti-Semitic sharia finance magnate and leader of the Union of Good network of pro-Hamas charities) spoke in Khartoum, Sudan, at a conference hosted by the Al-Quds Foundation—a group that seeks an “Arab identity” for Jerusalem. Maybe they did a little fund-raising while in Khartoum?

it is not surprising that Sudan is an important center for Hamas fundraising given that a NEFA Foundation report identifies former Sudanese President Field Marshal ‘Abd al-Rahman Siwar al-Dhahab as the Deputy leader of the Union of Good. According to the report:

Field Marshal ‘Abd al-Rahman Siwar al-Dhahab (Deputy) (Sudan)‘Abd al-Rahman Siwaral-Dhahab is the former President of Sudan (1985-1989). During his term as President, Siwaral-Dhahab was close to the National Islamic Front (NIF), the political party representing the Muslim Brotherhood in Sudan.47 He is currently the Chairman of the Board of Trustees of the Islamic Dawa Organization, a Sudanese NGO working in Africa said to be close to Saudi Arabia.48 49 The Islamic Dawa Organization is also a UG member organization.

The NEFA report describes the Union of Good as follows:

The Union of Good is a coalition of Islamic charities that provides financial support to both the Hamas “social” infrastructure, as well as its terrorist activities. It is headed by global Muslim Brotherhood leader Youssef Qaradawi, and most of the trustees and member organizations are associated with the global Muslim Brotherhood. The Union of Good was banned by Israel in 2002 and was recently designated a terrorist entity by the United States, although neither Youssef Qaradawi nor any of the Trustees were similarly designated. Despite the fact that action has been taken against some of its member organizations in Europe, many of its other European member organizations continue to operate. Further, the Union of Good itself does not appear to be under investigation in Europe.
